WSSC 2015 Disparity Study

WSSC’s 2015 Disparity Study conducted by MGT of America, Inc. (MGT) has concluded. The final 2015 Disparity Study report is now available for public review. The results of the Study were shared with the public at meetings held on June 15 and 16. The Public Comment period closed on July 16, 2016. Background

The WSSC 2015 Disparity Study is a five-year retrospective evaluation of procurement procedures for the Fiscal Years 2010-2014. This Study assesses WSSC's procurement activity on women-owned and minority business enterprises and possible additional classifications such as businesses owned by Veterans and Americans with disabilities. This study was conducted independently by MGT on behalf of WSSC.

MGT collected data and anecdotal testimony and public and private comments about the WSSC Small, Local and Minority Business Enterprise (SLMBE) program for independent analysis and review as part of the 2015 Disparity Study.  Participation by the WSSC vendor community was encouraged and privacy was ensured.

The WSSC SLMBE Office is dedicated to creating an inclusive purchasing environment while building sustainable relationships; expanding opportunities; and cultivating the growth of small, local and minority business enterprises which adds value to the Commission and the community we serve.

WSSC achieves its SLMBE objectives by offering trusted and convenient services to internal and external stakeholders which is accomplished through Supplier Advocacy, Compliance, Extensive Outreach and Supplier Development.

On June 1, 2017, the SLMBE Office’s name changed to the Office of Supplier Diversity & Inclusion (OSDI).

The 2015 Disparity Study supported and recommended new Participation Preferences, which became effective on April 24, 2017 after the adoption of the new OSDI Policies –  MBE Program Regulation WSSC Code of Regulations Chapter 6.30 and SLBE Program Regulation WSSC Code of Regulations Chapter 6.35.  (See: Code of Regulations/Procurement/Subtitle II.
