Priscilla To

Operational Reliabiliity & Resilience Director

As director of the Department of Operational Reliability and Resilience, Priscilla drives strategic initiatives to enhance the long-term reliability, resilience and efficiency of our watersheds, water and wastewater systems. She leads a team that integrates Smart One Water principles, data-driven innovation and technology, and internal and external collaborations to advance operational sustainability and performance, preparing WSSC Water for environmental challenges like drought and emerging contaminants while navigating increasingly stringent regulatory requirements.

Born and raised in the bi-county area, Priscilla has deep roots in this community. With over 20 years in the water industry, she has spent 11 years at WSSC Water as the lead on water treatment process engineering and the PFAS program. Her expertise spans watershed protection, water quality, operations support, process optimization, external partnerships, applied research and innovation.

A licensed professional engineer, Priscilla holds a Bachelor of Science in Mechanical Engineering from the University of Illinois at Urbana-Champaign (UIUC), a Master of Science in Civil and Environmental Engineering from Stanford University and a PhD in Civil and Environmental Engineering from UIUC. Before joining WSSC Water, she lived and worked in Singapore, researching emerging contaminant treatment, teaching Environmental Science and Engineering at a community college and raising her two children.

In her free time, Priscilla enjoys milk tea, plays tennis, thrifts, spends time with family and friends and volunteers in the community.
