David McDonough
David McDonough is the Deputy General Manager of Mission Support, overseeing teams focused on climate adaptation, sustainability and crisis management. Since joining WSSC Water in 2016, he has led efforts in emergency management, public safety and sustainability, including serving as Incident Commander for the utility's COVID-19 response and supporting Jackson, Mississippi, during its water crisis.
Before joining WSSC Water, David served as the Director of Strategy, Policy and External Outreach and Director of Administration Maryland’s Department of Emergency Management. He managed the state's homeland security and emergency management investments and its Disaster Assistance and Recovery Program, helping lead the agency through six Presidentially declared disasters. He has served as State Emergency Operations Center Commander during major operations, including the 2016 Ellicott City Flood, Super-Storm Sandy and Hurricane Irene.
From 2007 to 2011, David served as deputy to the Governor's Homeland Security Advisor and co-authored the State of Maryland's Strategic Plan for Homeland Security. He is a Certified Business Continuity Professional and licensed attorney. He received his Juris Doctor from the University of Maryland Carey School of Law and his Bachelor of Arts from Syracuse University.
