In accordance with the General Pretreatment Regulations (40 CFR Part 403), the Washington Suburban Sanitary Commission (WSSC) administers the Industrial Discharge Control Program to regulate the discharge of pollutants to the sanitary sewers in Montgomery and Prince George's counties. The Program’s purpose is to protect the environment, to prevent interference of wastewater operations, to prevent the pass-through of pollutants into local waterways, and to ensure the quality of treatment plant sludge.
During the 2024 evaluation period (October 2023 through December 2024), the following industrial users were found to be in significant noncompliance (SNC), as defined in 40 CFR 403.8(f)(2)(viii), with the United States Environmental Protection Agency's National Pretreatment Standards and/or WSSC's Industrial and Special Waste Regulations.
Brown Station Road Sanitary Landfill (3500 Brown Station Road, Upper Marlboro, MD 20774) failed to notify WSSC within 24 hours of becoming aware of a violation. This violation constitutes SNC for failure to accurately report non-compliance during the April 2024 through September 2024 evaluation period. Enforcement Actions included a Notice of Violation (NOV) and a Compliance Directive.
Metro Plating and Polishing Group Inc. (4110 Howard Avenue, Kensington, MD 20895) violated the permitted monthly average discharge limitation for Cyanide for the month of September 2024. This violation constitutes Technical Review Criteria (TRC) SNC during the April 2024 through September 2024 evaluation period. In addition, Metro Plating and Polishing Group Inc. failed to notify WSSC within 24 hours of becoming aware of a violation. This violation constitutes SNC for failure to accurately report non-compliance during the April 2024 through September 2024 evaluation period. Enforcement Actions included an NOV, a Compliance Directive, and additional monitoring. Compliance status is pending as of the publication date.
WMATA (Greenbelt Rail Yard) (5801 Sunnyside Avenue, Beltsville, MD 20705) violated the permitted special agreement daily maximum limitation for Molybdenum on August 21, 2024 and August 22, 2024. This violation constitutes TRC SNC during the April 2024 through September 2024 evaluation period. Enforcement Actions included an NOV and additional monitoring. The industry has returned to compliance for Molybdenum.
